I wonder if that makes people want to use public transportation instead as to avoid having the car they worked so hard for to be vandalized or busted up. The insurance deductible isn't cheap.

If you live in that city then you would most likely use public transportation. Not just because of the break-ins but because there is no parking anywhere. Doing simple things like going to the grocery store or the bank is a nightmare. You have to circle a block 18 times before you find a parking space.
