In my opinion:
Most Impact during games
1. NFL - Choose majority of plays depending on the team, review matchups and make adjustments during game.
2. NHL - Pick which lines go out at certain times, matchup players with other teams, improve attitude on the bench.
Least Impact during games
1. MLB - Manager makes very few substitutions during games and other coaches handle most of the in game adjustments for pitchers and hitters.
2. NBA - There is a less deep bench for substitutions and they design plays during timeouts that are subject to change if the defense adjusts to the play.
