Creating a video game isn't easy, even modding a game can be a challenge at times. I mod video games, I never made a game from scratch. Not only do you need to have someone program, depending on the genre of game there's lots of factors that need to be coded. Are you wanting to make a rpg? You'll need someone to work on the logic for the main character's stats, and algorithms for how much damage not only the playable characters but the enemies can do. Not only that but you'll need to make sure the main game's logic works. You'll need someone to work on the music, artwork and you'll need a story. With all this in mind, there's one person who actually managed to make a hit video game all on his own. The creator of Stardew Valley literally made every single bit of that game! I mean everything, and he did this while he worked at a movie theater. It takes a very talented person to be able to handle the daunting task that a team of people usually work on. I'm interested somewhat in making my own game, but honestly I would probably use an already existing engine and just make a fan game. It'd be a Sonic fan game of course. But for now I'll just stick to rom hacking. There's just something more satisfying with dealing with the limitations of a rom hack and seeing what a individual can do with the limitations than seeing what they can do with a engine that has no limits to what it's capable of running.
