Do you believe that laws ought to be changed periodically?

I think some laws should be changed and then others should not be touched. I say that in thinking about the US Constitution and how some people want to change some critical parts of it, but that would be changing the entire government for my country in doing so, which would be a failure. If a law changes your country to something unrecognizable in a bad way, it shouldn't be touched.
I think so specially when crime is committed by juniors. They should be treated as adults and given the same punishment.
