There is an African proverb ‘a town that has no rules has no wrongdoings.’
If you don’t enforce certain rules on your site and let it be visible to members, especially when they’re registering, you will have to accept any action and behavior from them.

It is important to direct every member to the rules and regulations aspect of the forum, that way they will know the dos and don’ts, and act accordingly.
 
Some members don't want to even be told that they're breaking the rules...even with a gentle reminder. They signed up and agreed to abide by the rules, but think that they don't have to. I don't want to kick them off the forum, but c'mon, be decent people!
 
I'm very loose on the rules on my own forums, but on those I help with I will actively enforce whatever rules are in place to their standards. I like to let discussion flow mostly, but there are definitely times things need to be said
