Dust-proof GPU fans

Okay, I've been thinking of getting a dust-proof fan for my graphics card as the one I currently have (that I only got for two months) has already been affected by dust. I should've went for a dust-proof fan instead after the old one I had was tossed away but I need to ask... do these special kind of fans actually do as their name suggests? I mean, even if they're made to prevent dust, that grey stuff can still form on it unless when that happens it doesn't cause damage to it. For those that don't know what it is, here's what it looks like.

I don't see how it could possibly be dust free unless it's in a sterile environment or submerged in some liquid...
