As for now all account hosting is free but costs $10 for set up.

You can request as many accounts as you want for free. But you will be charged $10 set up for each account.

We only charge this one time fee for server and invoice management along with other things that are required in hosting accounts.

How are you able to offer so many hosting accounts? Do you have your own server(s), VPS or maybe a reseller account on a webhost?
 
Reseller but I use their highest plan so I can accommodate quite a few people. Right now I have 25 clients all using web hosting services and the reseller account is only on about 10% used.
