Intel HD Graphics 3000 uses DirectX 10.1 and OpenGL 3.3 for Windows.
This means you won't be playing demanding/recent games at non-low settings because they need dedicated alternatives (some of them from 2011 used DirectX 11, which is a lot better). Games from before 2010 like Left 4 Dead, for example, are runnable at medium or in some cases semi-high settings. But keep in mind that Skyrim being runnable at 30fps on it is highly unlikely.
Maybe you could save money for a new Haswell-powered laptop, there are some budget options such as the Acer Aspire E1-572G which is equipped with an i5-4200U processor and Radeon HD 8670M graphical card.

Then suggest old source engine games such as Counter-Strike: Source or
Game Dev Tycoon it can run on any mechine
