My parents don't want to waste a lot of money on it.
Probably a non destructive system recovery, if you're still able to use the computer. There are programs that *might* retrieve some of the lost data. Try http://www.piriform.com/recuva

Try find a computer geek friend. Geesh if you lived near me, I know someone who could help you with self destructive hardware. Whatever it is, if you don't know what you're doing, don't touch it. From experience it usually makes it worse. We can't all be the Doctor, and zap around with a sonic screwdriver and pulling wires out everywhere to make things work.
