A right, people dying on the streets just doesn't look nice.

As for the responsibility... maybe a bit of both.

Healthcare should be a right for all citizens of an modernized nation. We have the ability to do so, therefore we have the obligation to provide care for all.

Everyone should have the right to healthcare. Everyone has the right to overcome illness and this can only happen with the right to healthcare.
