I found this forum after a great deal of hunting on Google for a General Community Forum. It seems there's loads of game based ones & other subject specific ones, but not General Community ones.

I seen an ad banner in Nebulous's sig space a long time ago (can't even remember what forum it was on as he's gone to a lot of places) and I click on it and saved the link to Off Topix a while back... just now got around to actually signing up and posting.

Hmm how did I find Off Topix.
