Same here, the slightest drizzle and everyone forgets how to drive and bundles up like it's -20!Because it rarely rains here, people freak out when it rains
Its really funny to watch sometimes.
I live in the Midwest. We're in a drought 
No rain.
But I usually ignore it.
I hike in all weather-rain, snow, ice, etc.
I've come to really withstand most weather conditions.
But I will wear a raincoat when hiking in the cold rain or wintry precip.

YES! ....then you get people from the east coast visiting in the winter and walking around in a tank top, shorts and sandals saying how warm it is.
Oh absolutely!! We get the snowbirds down from Illinois here in the winters, it's funny watching them remark how warm it is while the Arizonans are reaching for their next hot beverage to combat the "frigid" temperaturesYES! ....then you get people from the east coast visiting in the winter and walking around in a tank top, shorts and sandals saying how warm it is.
Its pretty if you're inside being all dry and warm looking at it through a window.I like rain. It's pretty.
