so, here's the question...

in the united states of america, or in your country...

is driving a privilege or a right?

why / why not?

Its a privilege that can be taken away if you abuse it.

Since I want a nation to be able to lock up its criminals, I'll say freedom of movement is a privilege. You can extend that to driving.

Driving is a right in America no less then walking down the sidewalk. But that right just like anything else such as owning a gun as rules and you can lose that right if you abuse it.

in the united states...

the government can take your driving "privileges" away in ways even if you don't own a vehicle...

It's a privileged you get after completing your driving test and can be revoked if you don't follow the rules and put the safety of yourself/others at risk.

that's not the case for some people that never completed a driving test and received a driver's license...

you said owning a gun has rules and you can lose the right to bare arms if you abuse those rules... which is true due to the fraudulent federal government, but i'm telling you that people can lose their right to bare arms with out owning a gun...

I'm not sure what you're trying to say because if they're unlicensed then they obviously don't have the privilege to drive. Do they let unlicensed people drive where you live or something? Because that's really dumb and dangerous if that's the case.

Also by licensed I mean pretty much anyone given legal permission to drive under whatever conditions so that includes learner's permits and such.

Only exception is if you've been given permission to drive on private property, like on a farm or something.

here in america, one can lose their driving privileges even if they haven't gotten their driver's license yet...

You can't lose something that you don't have to begin with, only delay / prevent it from happening. :P

that's what you think but here in america, it's crazy...

In my opinion, driving was a short lived right before the government turned that right into a privilege. Before the automobile, a lot of people traveled by train or horse and that would be considered a right, because to own a horse or ride on a train was your right to purchase, as it was the right for the person to sell you the horse or the ticket.

The freedom to travel, or freedom of movement, is a natural right. When the government states that driving is a privilege, and then requires us to receive a license to operate a automobile, then they can take away that privilege if they feel the need, therefore they presume the right of being in charge of the driving form of travel. Hence, our right to drive now becomes a privilege.

The requirement for a driver license was not put in place until the 1900's, and in every state by 1918, which means that before government assumed ownership of travel per automobile, it was a right.

That's my twenty two cents worth.

Right, privilege...what does it matter? If you're an idiot and can't use your vehicle properly, you're going to get punished for it. Or kill someone or yourself. Whichever comes first.

in many ways...

by judges/courts/state...

Examples?

there's some people that never bothered to get a licensed and then got into trouble (that had nothing to do with driving) and got it suspended/revoked...

same thing with people not paying court issued payments to someone, court ordered child support and fail to pay court fees and/or tickets...
