in the united states of america, or in your country...

is leaving your country a privilege or a right?

why / why not?
 
I am not sure what you mean by that question.
I think that anyone has the right to leave a country, but it is the country's right to decide if you can get back in or not.
 
well, one must pay (extortion) to get a passport to travel out of the borders, no? :|
 
Well every time you leave my wifes country of Ecuador the armed government official is right there to collect a fee to leave. I think it was $70.00 dollars last time we went.

You don't need your passport to leave from where you are, you need it to get into where you are going.

Exactly.

It might sound the same, but it's an important enough difference. People who emigrate from their country and burn their passport can't be deported unless their country acknowledges them as being citizens. Some countries won't do that, so it's a trick people use so they can stay.
 
Seems to be for privileged people who have money. If you're broke, you're stuck. :P

Pretty much. I am sure you could go to the American Embassy for help. But that is a 150 miles away.
