You just have to figure out how to reach your target audience and bring them to your forum. Sometimes you can get lucky and sometimes nothing works no matter how hard you try. Any genre of forum has the potential to be great and the potential to fail.
I did a Google search for James Bond Forum. There are 10 forums listed on the first search page. Didn't bother to see how many more there are. Maybe you might want to take a look at some of these forums to see how you could create a better one or offer more than the existing ones do.
