I disagree.

A "plan" would require organization, foresight, commitment, somebody to see that the various steps were completed in a timely manner as directed.

You expect too much.

At best, it is a haphazard attempt to fill one's own pockets while in competition with others who are doing the same thing while deflecting blame and criminal charges onto somebody else. The occasional spectacular flameout and resulting 'perp walk' is good evidence that there is no master 'plan'.
