Why do you think certain members login to forums but never post?

They are always reading and hardly ever interacting?

What would make them want to chat more and make posts?
 
Sometimes I do it just because I am limited on time and want to have a look around, if you're replying that limits what you can look at in a short period of time. I'll come back and reply later when I have the time.
 
My forum has a lot of 0 post count members primarily because it's a resource board that has the resources behind a registration window. So, wanting to view content that is not accessible as a guest is one major reason.

Some people just like to lurk instead of chat, but still feel that sense of community vibe by being a member there. They may chat with people via PM or find their messenger handles and send them direct messages.

Well, there is nothing that you are going to do about this as long as such members are not on any posting arrangements with you. It could be that they are still studying the forum to see how it works and all of that. So, while we would want most members that login to start posting, we can't do anything when they fail to do so.

I used to be a lurker on several forums back when they were new in the early to mid 2000's. I rarely ever posted. I would just look up information and tips on video games that I was playing at the time. A lot of posters gave good insight. Sometimes I would post asking a question and I would get some good answers and some not so useful ones.

Yes, it's totally fine to login to use forums without posting. Many people use discussion boards for different reasons like getting news updates, staying connected with friends and family, or just browsing interesting content. You have the freedom to decide how you want to use forums, and it's quite common to login without posting anything.
 
I don't see a problem with it myself.

several forums that I've been on have it set up so that you have to log in to view certain threads. there's nothing wrong with getting an email notification about an important announcement on a forum, then logging in to said forum to read it. if you're short of time, why not?. also, said member could be logging in to send a PM

now if you're new and just joined and don't post, that's a different story
 
I'm running a Christian forum, and we have people lurk all the time. They want to know more, but are afraid to let other people know they're curious. Then there are some really good discussions that people want to read, but don't want to participate because they can get a bit "rough".
