Mandatory minimum sentences are to the criminal justice what zero-tolerance rules are in public schools: a way to punish someone w/out having to take a look at the individual circumstances of the crime in question.
There's another aspect to such laws.
With felons, knowing they're "going down" for Life Without if caught again gives them the sense that they have "nothing to lose" when the cops kick in their doors.
The same goes for those facing mandatory minimums for minor crimes.
