Depends on the situation.
If there is an immediate threat to the life or well being of somebody, especially a child, I'll do something. Even if it just notifying the local authorities such as a security guard or manager instead of the police.
If somebody is just being stupid with nobody else at risk, that's their thing and they're welcome to it.
