Well I heard that Off Topix.net has the chance of upgrading to a newer version of vBulletion AND they don't have to pay the licence fee monthly confirm this for me guys,

Why do you need to confirmation on what type of license I have with vBulletin?

Anyway, yes I can update to v4 whenever the time is right.

I think Off Topix is fine on whatever platform it's on. As long as it's secure and not being hacked, I don't see a problem with the software it's on now. I'm not even using the latest softwares for my blog and forum, but I'm doing ok. I have the plugins needed to block most spam so I'm content that I'm not constantly checking for the latest updates.
 
As someone who runs two vB boards on vBulletin 4, I would advise to stay with 3.8.x for now. Don't even get started on custom skinning for vB4 at this point, really, just don't.
 
LOL Icarus! I love vb4 but 3.8 is miles better at the moment, in terms of functionality. If it wasn't for the blogging features, I'd convert back to 3.8 in a heartbeat!
 
I've never been picky on what software any forum is on. For me, a forum is all about the community interaction and how well people get along with others on said forum. A site could be on PHPBB2 and I still could care less. In fact, the only thing that annoys me about PHPBB2 is not being able to have subforums. Other than that I'm not really that picky at all.
 
I hope that Off Topix don't update to vB4. It's horrible.... ;(
 
There's no monthly fee on vB, they're lifetime licenses and whoever owns one can upgrade whenever they want.

vB ruined a fantastic script with the release of 4 IMO.
