I truly laughed out loud for that lmao might be cruel but I just find the idea absolutely hilarious. How old is he/she?
 
Its true though. I think it has brain damage. It does weird things.. It dances too. If I had video on my camera I would film it.
 
It's a Cockatoo, they are really friendly and loving birds. But it does seem like your Grandma's has a condition, it's quite common, she should take it to a vet if she hasn't already.

She has. They say there is technically nothing wrong with it.

Strange. There's lots of animal shows here which have those type of birds which have a condition where they pluck out their feathers or they drop out and are just left with them on they're heads.

Well the bird was rescued from some neglectful people. They left it in a hot garage with no food for weeks. She took it to the vet right after she got it and they said it will be fine.

She's had it for a few years. He is healthy.. Just not attractive.
