This saying has often been attributed to Thomas Jefferson. However, it has never been found either in his papers or in articles about him from his time.

It has also been listed as having been said by everybody from Mark Twain or Samuel Goldwyn (of MGM fame) down.

Because of its truth, it is likely to have been coined multiple times by various individuals like that.
