Honduras is planning a new city state where it hopes business will flourish free from the drug wars that have afflicted other parts of the country.
Mark Klugman, who is advising the Honduran government on the plan, told Stephen Sackur how the new special designation zone with a government and judicial system separate from the rest of Honduras might work.
