Do you think once a forum is closed, it should stay closed forever?

or

Do you think a forum should be re-opened if the owner feels like giving it another go?

Yes. For a forum to re-open (IMO) after closing, that forum has lost it's credibility and trustworthiness. If anything, if a forum owner wants to have another go at it, a new forum should be created. I know I would be pissed if I, as a member, had contributed time and effort to help build up a forum and it closed. I would never trust them again not to decide, for whatever reason, to close it down again.

If I thought it would be successful when wanting to re-open it. I would still try despite any issues. And I for a time did try to re-open an old forum of mine. Unfortunately due to time and other interest, there was practically no responses to anything I did.

If you can commit to the forum again, I don't see why you should be forced to keep it closed forever.
