Should chili have beans?

Not necessarily. Beans (pinto) were probably added to Chile-con-carne (meat) in order to 'stretch' it for more servings. (or hungrier guys)

There's also Chile verde (green chile), usually made with pork chunks & no beans.

Yes. How I always make chili is with beans and ground beef. I don't put anything else but tomato juice, ground beef, and chili beans. I like my chili with lots of meat
 
I think it tastes better with beans personally when you're eating it by itself.

Chili without beans is good to use as a topping on other things, like hotdogs or baked potatoes.
