I was under the impression that the Social Security sustainability issue was caused by administrations raiding the piggy bank to fund other projects.

That's a big part of it. Which in and of itself is completely absurd.

I would have to agree, but I would suggest that the term 'raiding' was perhaps too polite for what has been done repeatedly to the trust fund, which was supposed to have been basically separate from the Federal budget, but which now mostly contains IOUs from politicians instead of taxpayer's money.
