starving and malnourished?

In a lot of places I'd say their ruler(s); a couple of places that come to mind are Afghanistan and North Korea. I've read recently of widespread malnourishment, especially in newborns & infants under the Taliban rule.
Good question, but I have a better one: Why do those people keep reproducing, bringing more mouth they can't feed into the world? They themselves are starving, but instead of doing something about it, something to better their lives, they choose to procreate, condemning their children to the life of malnourishment and starvation. Those same children, assuming they survive long enough to sufficiently mature, then do the same thing - nothing except fucking each other.
Doubt a lot of the pregnancies (in areas of the world where malnourishment is an issue) are planned. A big amount of those pregnancies are a direct result of rape.
That may be so, but it still doesn't explain why are they content with status quo and aren't even trying to better their lives.

Yes, fear of the unknown, fear of being murdered, fear of being deported back to where they can from.
Interesting. Choice between a certain death by starvation or a remotely potential death by someone's hand. Hmmm...
