Well all you have to do is sign up for an account, then after setting up your stumble browsing preferences submit your link. Make sure you browse through Stumble from time to time. And that's all there is to it. I don't know how long it take for there to gain traffic from it, but it never hurts to try.
Don't use it, don't use digg, they both annoy me.
I do find some sites I'm not really interested in, but there is some good stuff out there if you configure it right. And I gather everyone who owns a site uses it (if they know about it) as one way of promotion...
