Who was the best Joker ever?

Phoenix. He captured Joker's whimsy in a way that Ledger never did, even though he was only really Joker for the last 30 minutes of the film.

Don't misunderstand me, I think Ledger did perfect with his portrayal of the Nolanverse Joker, but he's not how I see Joker in my head.

Ledger for me too. He was the type of actor that literally became their character. Nobody has even come close IMO.
