As best as I can word this: what do you feel is the true nature of evil itself? (Is it a force, the measure of an act, the measure of character, the absence of goodness, etc?) How do you define what is truly evil, on a broad and/or a particular level?

So, to you, knowingly not acting to prevent somebody from harming an innocent, say, somebody who is defenseless, like a child or an elderly person, is perfectly fine and acceptable?

weather if it's right or wrong in people's eyes/views, it's not necessarily evil.

plus there's those people that can't help when they want to help.

those people that are actually harming those innocent children and elderly people are the real true evil if you want to get technical.

abusing wildlife/pets, children and the elderly
hate and being hateful
being immoral
being vicious or thinking of
being malicious or thinking of
being wicked or thinking of
being corrupted or thinking of
being sinful or thinking of
wrongdoing
claiming of being God, or a supernatural being or force falsely or thinking of
acting upon evilness or one of the above

I would "debate on".

But I have no idea what that sentence means, outside of the Nation of Islam and its founder Wallace Fard Muhammad who claimed he was God, of course.

You are fully capable of looking up the man who claimed he WAS God and went to Detroit to establish a version of Islam that was nothing more than Black Liberation Theology..
