Theme Change

I only change seasonally and when I get tired of the current theme. But for the most part, I will leave old themes as I always have a theme changer.

Revamps are not necessary very frequently. Ive noticed the boards that do them a lot are the ones struggling to stay alive and are willing to try anything to keep the board a float. They might think that changing the outward appearance of the forum will re-generate interest in the forum.

I too have seen forums do this way too often, and in my book that's not a good move at all. If you keep turning your forum offline for updates like that, you're going to lose a lot of members in a hurry. So the best advice there is to watch when and how often you update. An occasional revamp is nice, but if you do one practically every month, then something's not right with that.
