I honestly don't care to close a board to revamp as I think everyone can handle a board that's going through a revamp without flipping out.
I done several revamps involving skin changes and forum changing with zero complaints from anyone.
Some boards use the excuse of revamping to close a board so they can just walk away from it especially on ZB.
I honestly don't see closing a board necessary for a free host but I can understand it for a board that involves more then forum organization changes and skin changes such as this board for instance.
