When kids threaten gun violence?

Should the law be hard on kids who declare they're going to shoot someone at school on social media but delete the messages?

Also should the law be proactive and punish them anyway whether there is evidence or not that they made the threat because lives could be at stake?

If it's obvious they're joking or being kids, then no, but if they're persistent and have the means to do so, then yeah, be proactive! Shut it down as quickly as possible.
