I think we might as well. Winter storms are far more frequent than say, hurricanes, but we could just recycle names for non-severe storms just like we do for tropical storms.

For winter storms that break records or cause significant damage, it makes sense in my opinion.
 
I don't see any harm in it. I suppose it helps differentiate different storms that occured in different time periods.
