Is it better to just not know about things that are surrounding us at times, is this why these are not released to the general public, would it be all out civil unrest?
To believe that any Western government could maintain the level of secrecy needed, over the time period in question, with all the various parties involved both public and private, requires a level of faith in the bureaucracy best left to those that leave milk and cookies out for Santa Claus.
Assuming the government is hiding the truth of... let's say, an existence of sentient alien life, and suddenly decides to lift the veil of secrecy and openly show aliens to everyone, I'd say the Trekkies would celebrate while the others would panic.

Doc's right; to maintain that level of secrecy would require the same level of belief that those, to quote Doc, "leave milk & cookies out for Santa Claus".....plus, given the current knowledge of the laws of physics, any alien civilization that made contact with mankind would be way more advanced than we are....
