Ouch. Spending that much on ships just to decommission them, that's a huge hurt. At least they're still going to have some usable, fixed ships and replace the ones they're removing with a different class. That's not SO bad, but still...
Yep, there's no one size fits all when it comes to warfare of any kind. Sad that we still need such tools, but...defense is important for every nation.
Remember, this is America, where DoD pays over $100 for simple hammers and buys toilets that don't work for thousands....
