I think that it's a real thing. 
Just the only part of structures of ancient passages, buildings that remain.
I have encountered one, but in a modern building. In a hospital with four floors; an inside stairwell where the stairs go on beyond the top floor & just end in a blank wall. very puzzling.

The picture of the "stairs to nowhere" in the woods was fake. Though I'm sure there are random staircases left behind from buildings that were torn down decades ago that lead to nowhere now.
