But where you are mistaken is it was not the Reptilian people it was the Klingon's. Common  mistake but very forgivable. Because when you have to plant what probably would amount to thousands of pounds of explosives on two very large building's you need two things. First you need a transporter for Carl Rove to plant the explosives. Second you need a cloaking device so no one can see the planted explosives that would need to be installed in hundreds of different areas. And also use those cloaking devices on the two planes so at the last second they disappear making it look like they hit the building but never really did.
