For me, content matters. I don't care how attractive a forum is, if it has boring content, I won't join or engage with it.
It takes a user less than two seconds to judge a website and that is always entirely based on the appearance of the site. It is very important to put good energy to making your website appear good. It is the gatekeeper that would keep people to see the good content.
