Considering that its' an almost-given certainty that a homosexual prisoner is likely to be prayed upon while inside either a prison or jail, this makes sense; better to keep them in one specific area rather than have them in general population.

Agreed. It is not bit safer for the inmates, but also safer for the officers not having to deal with the kind of physical altercations that might happen for specific reasons such as prejudice. If this is working for them, and the inmates can be safe and feel more comfortable, then I see nothing wrong with this.
