Compas - City of Morganton Public Antenna System.
For both cable and internet it costs about $100 a month.

TL/DR: We used to have TCI as our cable-provider back in the 80's and the city basically threw them out and created their own cable system.
Opposite for us, we used to have our own cable company and then our city switched to Comcast, which is the largest cable/internet company in the country I think.
