I wouldn't want to believe that there are still people that will have the mindset of declawing their cats. However, is this still allowed in your country or not?

No but I honestly wish it was. It's inhumane to declaw a cat, unfortunately my spouse's parents declawed our cat Gizmo after they got him almost 15 years ago. Whenever we get a cat next, we will not be declawing it. Scratching posts exist, and you can always find covers to protect your furniture if your cat doesn't use it's scratching post. My poor cat Gizmo has sensitive paws, and I do believe it's because he was declawed... we have to get him special litter so it doesn't irritate his paws.

I do not know if there are any rules against de-clawing in my home country. However, there are rules against animal cruelty, you can be jailed up to 3 years for animal cruelty.
