Those sound like good methods.
I've never went out actively looking for (platonic) friends myself, so I wouldn't know what's effective and what's not.
Post on Internet forums. If you're a nice person and don't mind the geographical distance, the chances of making friends with someone are quite good. And for all you know, you might run into someone who actually lives close to you. 
I have made so many online friends and fb has been awesome in not only bringing my sister and I back together but allowed me to reconnect with people from all over the world and from all periods in my life. Friends are few and far between because you never know who you can truly trust but I always try to stay positive and kind and I have many many friends irl....
I'm actually trying this one. Hopefully it'll revert the damage caused by the shit from last year.
