From what I understand, the economic impact of hosting the Olympics tends to be less positive than anticipated because most cities have ended up falling massively in debt after hosting the games. I don't think poor cities could survive that.
Sure. All a "poor country" has to do is work up a bid and convince the IOC to go with it.
