I would say it is about 90% true.
Perspective is a major part of our thought process, and there is a strong relationship between fact and opinion in the way that people will often state their opinion as fact, when in fact it is their opinion

If you truly believe that quote is truth which you can't because that itself refutes the statement then you would believe that 2 plus 2 could equal 7 as opposed to 4 because you simply can't stand for anything if everything to you is an opinion.

We know that fact is not necessarily opinion because it happens essentially (if not exactly) the same way in a controlled (and sometimes not) environment that produces the same results. However, there are things such as opinions and subjectivity, and when we're not dealing with science, then yes I'd say this truth has a lot of merit.
