Hahaha, no and I hope that never happens unless it's a good thing. I've had rules added because I suggested them, but never because I did anything wrong or bad. And they typically range from things like taking off-subject comments to a private message to rules dealing with offenders/repeat offenders.

Sounds like my situation. I've had admins/staff add rules because I or other members had suggested it because we thought it would be relevant to the forum's subject, but I've never had rules added on account of doing anything wrong. At least not that I can recall anyway.
on one board, they didnt have a sig size rule..but after there was an issue with some sigs i had kind of stretched the borders and messed up the threads in process, they imposed sig file size restriction
That's happened to me once, over on a Walking Dead-related forum earlier this year. Long story short: until a few months ago, I was a regular participant in the forum's Walking Dead AU roleplay. 'Bout late June or so, I asked one of the forum admins - who'd been long known to play favorites w/in the RP - if he would time-skip a few of his characters so that one of mine could travel and meet them. Well, he goes off on this rant that's part-flippant, part-homophobic (though not towards me, just towards two of my RP characters) and part hypocritical.
In turn, I pretty much called him out over the course of what eventually became a two-day open flame war between us; the end result was that I bought a 2-week post-ban from the forum (which also effectively meant that my RP characters were dead to the world). The rule that was created in the end (which, from what I've been told by others is mockingly referred to over in their staff forum as Webster's Rule) is that new entrants to the RP must be approved by at either admin and the forum's RP Mod.
