What are your thoughts on staff members who aren't very active? How much time should a moderator or administrator be online? Should they login at least once a day if they can?

Depends on how new the forum is. If the community still highly depends on admin/staff activity to stay alive obviously they need to be there a lot.

On forums with established communities it doesn't matter as much.
 
There are a lot of forums that I post on where the main administrator is often "absent," which wouldn't be a problem, but a lot of those forums were hacked, and we really needed somebody to fix the kinks of the forum itself.
 
I think a typical staff member should be a presence in their community about 5 days a week (on average).
Everyday would be great, but we all have extra busy days once in a while. Or we're just not in the mood to get on the computer for one reason or another.
