How often do you think the Admin should be online at his/her forum? How about the staff?
 
Admin and staff should be online every day. It's up to the Admin and staff to keep the board fresh by adding new topics daily. Once a board goes stale, you're going to start losing members.
 
Well, it'd be nice if everyone could be active all the time... obviously this is not possible.

So as far as necessity goes, the admin (or admins) can be online less than the moderators. As long as they can be reached for technical difficulties.
 
A decent admin who cared for his or hers site would post and be active daily, I never join a site until I have browsed it for a few weeks and see active staff members, that is a major issue for me not joining a site.
 
The admin and the staff need to be on the forum everyday to keep it active and be on the lookout for any trouble that happens.
 
I think daily is the best policy, i don't like post requirements as it could be more stressful and it just seems like something that isn't needed,



you don't want someone to post because they have to, you want them to post because they want to,



if they don't post but do a good job of there job then you really can't criticise them.
 
Enough to throw his hat in the race in terms of activity and enough to successfully keep things tidy, this is especially the case whenever there's only one or two other staff members to pick up the slack.
