Too much staff?

I don't how it could be seen as a turn-off to have too many staff members except from the perspective that it makes the root administration seem as though he hands out the jobs as if they were nothing, yet I also feel as though there should only be as many administrators as a forum needs nothing particularly more than that, but I don't see it as a turn-off if they neglect to follow the guidelines that I have formulated within my head.

Possibly truthful however, I think that it depends on the size of the forum for that for example, if a forum were to have just started with one administrator, after garnering twenty active members it may decide to appoint another staff member. However, with a website such as Off Topix, which has over seven-hundred, for every twenty members that isn't the case.
 
As long as the board functions right, there's no problem imo. Though large staff teams generally lead to neglecting the forum, because everyone can pass the responsibility to someone else.

But if that's the case than doesn't the responsibility eventually get taken, even if the jobs still passed it still gets done, right?

Most of the time everyone just thinks he'll do it which results in either no one doing it or one person doing all the work. But like I said, it doesn't matter to me as long as they can make it work.
