Should there be a legally mandated cap on weekly working hours? (Even if the person has multiple jobs or employers)
 
Depends on the job. Most public service jobs have a mandated cap on the amount of hours you can work per week. Some good examples would be in the United States, the Federal Aviation Administration limits on the number of hours a pilots can fly in a day. As a Paramedic, myself, I am not allowed to work over a certain amount of hours per week. My friend is a long haul truck driver. He has to keep a log book of the amount of hours he's been driving without stopping to rest. If he's caught over the limit he gets a huge fine and they impound his truck.



Bottom line is that it depends on the type of job/jobs you are doing.
 
There is a limit to the tolerance the human body can take before safety (in just about any line of work), becomes an issue. It would be nice if the workplaces could manage to be responsible on their own and do this, so a government agency won't. As Jazzy has detailed, some do - alas, it's a bit of a smokescreen question you're asking here - should hours be restricted, even if you have more than one job...well that doesn't factor in all that could be factored. Really, perhaps if there is a problem that should be evaluated, it should be why someone has to work two jobs to make a living; beyond that, if there was a regulation it should apply to a specific situation - so people who did choose to take another job, shouldn't be restricted necessarily because they worked a shift at one job and need/want to work somewhere else in addition. Given how some people's shifts are designed, they can sometimes fit all their hours into a couple of days, and it wouldn't be fair, if they had to sit around for the rest of the week, not being able to make money because of an over-reaching law. What would make more sense is a cap on daily working hours, rather than weekly.
